Nation plan against gender violence impacts analysis in the women’s emergency centres

Abstract
Through this article the National Plan against Gender Violence 2016-2021 is analysed, because is an emblematic public policy that Peru has to manage the gender violence scourge, especially female violence, due to incorporates a new international tool to transverse the gender approach, that is done through the impact that this social program produces in the Women’s Emergency Centres, because this institution makes a great job to carries out prevention-promotion works and attention regarding the problem, since despite these efforts, it is noted that Peruvian violence rates have not decreased and even are increasing, showing that the eliminating gender inequity tasks is still far from being achieved. To get this purpose, was used the qualitative approach which allowed an interdisciplinary, transdisciplinary and even counter-disciplinary understanding about existing factors that intervene to the problem is presented in this way, so the hermeneutical design was chosen which allowed the interpretation of the variables and the different phenomena that come from the referred social reality. The research level was descriptive since the various situations and events that the professionals of the Women's Emergency Centres went through in fulfillment of their work were outlined that were contrasted by authorized literature on the subject, so the population was made up of scientific articles that measured the impact of public policies with a gender approach to solve problems of inequality between gender and by professionals who work in the Women's Emergency Centres, opting for a sample of 5 articles and the 5 professionals who work in the Huarochirí Women's Emergency Centres, as they constitute an area of high convulsion in the face of said scourge, which is why the sampling was intentional as it was chosen based on pre-established criteria. The techniques used were observation, documentary analysis and in-depth interviews, coupled with their respective instruments that were the observation guide, documentary analysis and interview. The research concluded that the aforementioned national plan has designed adequate strategic actions to fulfill the purpose outlined, but exists logistical, budgetary and situational problems (geographic region) that avoid that the actions carried out for this purpose have an effective and efficient impact on combating this scourge, not having a diagnostic and feedback tools that makes it possible to provide alternative solutions, so it is recommended put more emphasis on the execution and monitoring stages.
